NCTO Applauds IPR Enforcement Efforts Renews Request For Added Tariffs On Chinese Textile And Apparel End Items

WASHINGTON — September 18, 2018 — The National Council of Textile Organizations (NCTO) applauds the Trump administration’s September 17 Section 301 tariff announcement as necessary to resolve longstanding trade inequities with China. NCTO, however, strongly believes that the administration’s continued focus on added tariffs on upstream textile inputs while thus far refusing to impose tariffs on finished Chinese textile home furnishing and apparel is flawed.

“The Trump administration is right to confront China’s unfair trade practices.  Section 301 tariffs show the world that countries which serially abuse U.S. intellectual property rights (IPR) will be held accountable,” said NCTO President and CEO Auggie Tantillo.

“NCTO also thanks the Trump administration for removing various items from the latest retaliation list, including rayon fiber and certain dyes and chemicals.  The U.S. textile industry requested the exclusion of these products because they are not available domestically and China is the only significant source of supply,” Tantillo continued.

“Had U.S. textile manufacturers been forced to pay higher duties on the excluded items, it would raise costs for manufacturers making goods that must compete with like Chinese products,” Tantillo added.

“Despite yesterday’s announcement, the U.S. textile industry remains of the belief that the administration’s strategy to impose Section 301 tariffs on inputs is not the most effective approach to penalize China for its rampant abuses of intellectual property rights in our sector,” Tantillo said.

“Added tariffs on finished Chinese textile home furnishings and apparel is the most effective sanction the United States could impose on China because like products from the NAFTA and CAFTA regions using U.S.-made textile inputs immediately become more competitive, thereby incentivizing the reshoring textile manufacturing jobs,” Tantillo explained as he referred to NCTO’s public comments filed on May 11 requesting Section 301 tariffs on Chinese textile and apparel end products.

NCTO is a Washington, DC-based trade association that represents domestic textile manufacturers, including artificial and synthetic filament and fiber producers.

  • U.S. employment in the textile supply chain was 550,500 in 2017.
  • The value of shipments for U.S. textiles and apparel was $77.9 billion in 2017.
  • U.S. exports of fiber, textiles and apparel were $28.6 billion in 2017.
  • Capital expenditures for textile and apparel production totaled $2.4 billion in 2016, the last year for which data is available.

INVISTA Launches New Wolf Gray CORDURA® Truelock™ Fiber For Lot-To-Lot Color Consistency In Military, Tactical, And Law Enforcement Applications

WICHITA, Kan. — September 10, 2018 — INVISTA’s CORDURA® brand announces its latest innovation in solution-dyed nylon (SDN) 6,6 fiber technology with mill partner MMI Textiles, a premier supplier and one-stop shop supplying fabric, webbing and elastics in the textile marketplace for more than 21 years. MMI Textiles is the exclusive North American provider of fabrics and webbing made with the new Wolf Gray CORDURA TrueLock™ fiber, now through December 2018.

Cordura TrueLock fiber is created from Invista nylon 6,6 multi-filament fiber that is solution dyed, locking the color in at the molten polymer extrusion level to create deep, durable color throughout the entire fiber structure. Color consistency is crucial when pairing fabric with other materials such as webbing and elastic to create uniform garments and gear.

“Gray is one of the most commonly used colors in military/tactical applications, but was previously one of the most difficult to match, with several varying proprietary versions of ‘Wolf Gray’ on the market,” said Nick Rivera, director of operations at MMI Textiles. “One of our customers — TyrTactical — was having challenges matching webbings and fabric and came to us for a solution. We then turned to Cordura brand.”

“After examining six different shades of gray together, we worked hand-in-hand to create our latest innovative Cordura TrueLock fiber offering,” said Allen Mortimer, North American regional manager and product manager at Cordura brand. “The Wolf Gray shade of Cordura Truelock fiber offers color that is uniform across the components of gear and apparel, and durable enough to stay true after exposure to the elements and intense military missions.”

The color achieved with Cordura TrueLock fiber has inherent Near-Infrared (NIR) capabilities, is abrasion and UV-fade resistant and does not bleed or crock. With color-fastness locked in at the fiber level, excellent shade consistency lot-to-lot and across multiple textile components (such as fabric and webbing), UV strength stability, and long-lasting vibrancy are made possible.

The process of color encapsulation used in Cordura TrueLock fiber also offers several environmental benefits such as reduced water and energy consumption*, and reduced dye and chemical usage in textile processing.

The announcement is a major milestone for Invista’s Camden, S.C., facility, which expanded last year to increase U.S. capacity of high-tenacity, specialty fibers for Cordura fabrics. The Camden investment has accelerated progress in the development of new SDN capabilities — which complement the facility’s existing high tenacity nylon 6,6 filament fiber manufacturing processes.

In addition to Wolf Gray, solution-dyed Cordura TrueLock fiber is available in Desert Sand, Tan, Coyote, Ranger Green, Camo Green and Black. Plans currently being put into action at Camden include expansion of the Cordura TrueLock filament product line to introduce additional standard colors and deniers, as well as the flexibility to work to smaller minimum order quantities and custom colorways.

“Throughout our 50-year journey, we’ve worked to establish a foundation built on durable and long-lasting fiber technologies, including our legacy of solution dyed, high-performance nylon 6,6 offerings,” said Cindy McNaull, global Cordura brand and marketing director. “The launch of our latest Wolf Gray Cordura TrueLock fiber is a testament to the strength of supply chain collaboration — a joint effort between an end-user, gear manufacturer, fabric supplier and fiber business.”

Tyr-Tactical gear in Wolf Gray is currently being put to the test by the Phoenix, Ariz., SWAT Team.

Retailers Warn Risk To U.S. Consumers Grows With Tariff Escalation

WASHINGTON — September 17, 2018 — The National Retail Federation today issued the following statement from President and CEO Matthew Shay regarding the Trump administration’s plan to move forward with additional tariffs on Chinese goods.

“As thousands of businesses have testified and explained in comments to the administration, tariffs are a tax on American families. It’s disappointing that, despite the voices of those impacted, the administration continues to advance harmful tariff policies that threaten to weaken the U.S. economy.

“Every time this trade war escalates, the risk to U.S. consumers grows. With these latest tariffs, many hardworking Americans will soon wonder why their shopping bills are higher and their budgets feel stretched.

“We cannot afford further escalation, especially with the holiday shopping season right around the corner. The mere talk of tariffs on all remaining Chinese imports is of serious concern to retailers since tariffs of that magnitude would touch every aspect of American life. Achieving better trade deals is an important priority, but there is nothing better about it when American families are forced to pay higher prices for everyday purchases.”

NRF and more than 100 organizations recently launched a multi-industry coalition — Americans for Free Trade — aimed at opposing tariffs and highlighting the benefits of international trade to the U.S. economy. The new coalition is coordinating with Farmers for Free Trade in a multi-million dollar national campaign known as Tariffs Hurt the Heartland. The campaign is focused on telling the stories of the American businesses, farmers, workers and families harmed by tariffs through town-hall style events, grassroots outreach to Congress and the administration, social media, rapid response and digital advertising.

New Production Concepts For Lightweight Components In Series – Fiber Placement Center (FPC) At SGL Carbon Site In Meitingen Officially Opened

WIESBADEN, Germany — September 17, 2018 — When it comes to lightweight design with carbon fiber-reinforced plastics (CFRP), efficient series production is key to further establish this material class in more and more applications and industries. The production method of fiber placement — and automated, load-path optimized, material efficient laying and cutting of fibers — plays an important role, as this type of method is ideal for industrial production. To incorporate the technology into more high-volume applications across industries and further improve efficiency and resource utilization, SGL Carbon and Fraunhofer IGCV founded the joint Fiber Placement Center at the beginning of this year. The center is headquartered at the SGL site in Meitingen, near Augsburg. System manufacturers Compositence GmbH and BA Composites GmbH as well as the Chair for Carbon Composites at the Technical University of Munich have also joined the cooperation. In addition, also the system experts Coriolis Group SAS and Cevotec GmbH are planning to come on board as partners.

Following the premiere of the FPC at the JEC World industry fair in Paris this March, the FPC today celebrated its opening on site with around 150 guests from the fields of politics, science and industry. Attendees included Franz Josef Pschierer (Bavarian State Minister of Economic Affairs, Energy and Technology), Eva Weber (Deputy Mayor of Augsburg), Dr. Michael Higl (Mayor of Meitingen) and Johann Häusler (Member of the Bavarian Parliament). Martin Sailer (District Administrator of Augsburg) made an appearance via a video message.

With different high-tech systems and a space of over 500 m², the FPC offers customers the option to develop new production concepts and demonstrate them in prototype production. In addition, SGL Carbon can begin with high-volume production of fiber-reinforced components. Both dry and pre-impregnated fibers with or different plastic resins, also referred to as thermoplastic matrix systems, are processed. Both dry and pre-impregnated fibers with or without thermoplastic matrix systems will be processed.

Already today, preparations of projects for for secondary and primary structural parts with aerospace companies and various automotive parts manufacturers worldwide are under way.The center’s work is closely linked with that of SGL Carbon’s Lightweight and Application Center (LAC), a facility measuring again around 1,500 square meters also located at the Meitingen site, where the company works with its customers to continually develop innovative lightweight structures, processes and prototypes.

The FPC team consists of several engineers, PhD students and technicians, so that all relevant core disciplines can be covered along the composite manufacturing process chain. Thanks to the cooperation with the Technical University of Munich and the Fraunhofer IGCV, this team will also be accompanied by students working in the course of final thesis so that also the best possible conditions for the promotion of young talents are created.

Guests at the FPC inaugural celebration were greeted by Dr. Jürgen Köhler (CEO of SGL Carbon), Andreas Wüllner (Head of the Composites – Fibers & Materials business unit at SGL Carbon) and Dr. Klaus Drechsler (Director of Fraunhofer IGCV and Head of the Carbon Composites chair at the TU Munich). In their keynotes, the three hosts emphasized the importance of the new technology.

“For us as SGL Carbon, series production of composite-based lightweight components is a crucial element of our company and growth strategy. We want components made of fiber-reinforced plastics to become a standard in every major industry. One key is the right production methods – with fiber placement being one of several trendsetting approaches. With the new center, we can now offer this technology, originally coming from the aerospace industry, also to other sectors at an industrial level,” stated Dr. Jürgen Köhler.

“Thanks to the FPC, we have bundled profound expertise in the area of fiber placement, along with a truly impressive set-up of equipment. For many of our customers, this is a promising opportunity to exceed existing process capabilities for serial production of components made from fiber-reinforced plastic,” explained Andreas Wüllner.

“The Fiber Placement Center clearly reflects the mission of the Fraunhofer Society, to provide substantial support in knowledge transfer to the industry by means of applied research and to advance the industrialization of fiber-reinforced plastics. Besides our daily cooperation at the center, we also try to reinforce the knowledge transfer, for example with dissertations at the FPC and by combining research with different MAI Carbon projects sponsored by the German federal government as part of the Spitzencluster competition or with Campus Carbon 4.0 projects,” added Dr. Klaus Drechsler.

City Laundering Earns Food Safety Certification

ALEXANDRIA, Va. — September 14, 2018 — City Laundering, a 112-year family-owned industrial laundry serving parts of Iowa and Minnesota, has earned the Hygienically Clean Food Safety designation, reflecting its commitment to best management practices (BMPs) in laundering as verified by on-site inspection and its capability to produce hygienically clean textiles as quantified by ongoing microbial testing.

The certification confirms the laundry’s dedication to compliance and processing linens and garments using BMPs as described in its quality assurance documentation, the focal point for Hygienically Clean inspectors’ evaluation of critical control points (CCPs) that minimize risk. The independent, third-party inspection must confirm essential evidence that:

  • Employees are properly trained and protected;
  • Managers understand legal requirements;
  • OSHA-compliant; and
  • Physical plant operates effectively.

In addition, City Laundering’s facility passed three rounds of outcome-based microbial testing, indicating that their processes are producing Hygienically Clean uniforms, garments and linens and diminished presence of harmful bacteria. To maintain their certification, laundry plants must pass quarterly testing to ensure that as laundry conditions change, such as water quality, textile fabric composition and wash chemistry, laundered product quality is consistently maintained.

This process eliminates subjectivity by focusing on outcomes and results that verify textiles cleaned in these facilities meet appropriate hygienically clean standards and BMPs for full- and limited-service restaurants and other food service operations.

Hazard Analysis and Critical Control Points (HACCP) practices are examined in the Hygienically Clean Food Safety inspection process, evaluating the plant’s techniques for:

  • Conducting hazard analysis;
  • Determining CCPs, monitoring their control, correcting them if not under control;
  • Validating and verifying HACCP system effectiveness; and
  • Documenting and record-keeping to show ongoing conformance.

Inspections also evaluate practices relevant to handling and processing textile products used in food manufacturing/processing establishments for adherence to U.S. Food and Drug Administration (FDA) and Centers for Disease Control and Prevention (CDC) directives. Introduced in 2014, Hygienically Clean Food Safety brought to linen and uniform service laundering in North America the international cleanliness standards used worldwide by the Certification Association for Professional Textile Services and the European Committee for Standardization.

“Congratulations to City Laundering on their certification,” said Joseph Ricci, TRSA president and CEO. “This achievement proves their dedication to building their customers’ confidence that their laundry takes every step possible to prevent human illness.”
